KLH Fluid Cooler for Heat Pump 2 located in Nelson, BC, will include the implementation of a new fluid cooler system to increase the cooling capacity and reliability of the existing Mechanical Infrastructure. The work will focus on supporting Heat Pump 2 by enhancing the system’s ability to respond to high ambient temperatures. Once complete, the upgraded system will reduce reliance of city water and improve operational resilience during warmer seasonal periods. 

Scope of Work:

• Complete detailed Design for the supply and installation of a new Fluid Cooler System, including all associated Mechanical piping, Pumps, Electrical components, and Controls.

• Ensure seamless integration of the new system with the existing Mechanical infrastructure, with a focus on compatibility with Heat Pump 2.

• Provide Design and specifications for full integration into the existing Building Management System (BMS), including all required controls, sensors, alarms, and programming details during the Design phase and verify BMS integration and functionality during the project closeout phase.

• Provide oversight and support for the safe decommissioning and removal of any outdated or redundant equipment.

Out of Scope:

• Replacement of Heat Pump 2 itself (only fluid cooler system is within scope). 

• Any upgrades to unrelated HVAC systems or controls. 

• Architectural finishes and renovations outside of immediate equipment installation area.

The Services are expected to commence by October 2025 with construction estimated to complete by November 2027. 

The Project Delivery method of this Project will be Design-Bid-Build (CCDC 2 2020).   

IH intends to issue the successful Proponent an AIBC 6C Contract, as amended by the supplementary conditions included in Attachment C.
