The purpose of this Request for Pre-Qualification (“RFPQ”) is to invite interested parties to submit Responses indicating their interest in, and qualifications for, becoming pre-qualified to participate in future procurement processes for General Contractor Services for projects carried out by Interior Health.

Interior Health’s objective is to create a list of firms that are pre-qualified for General Contractor Services in connection with Acute Care and/or Non-Acute Care projects. Projects will be located within the four (4) local health areas (Okanagan, Thompson/Cariboo/Shuswap, Kootenay Boundary and/or East Kootenay). Future competitive bids may be for projects budgeted between $200,000 - $1,000,000, $1,000,000 - $5,000,000 and/or over $5,000,000.

The RFPQ will remain active and continue to accept Responses until May 31, 2027, unless terminated earlier in accordance with the RFPQ.

Submission File Requirements:

Respondents must ensure that their email submission includes all required documents and that the files are clearly named and organized using the following naming convention:

• Appendix A – Request for Pre-Qualification Form

• Corporate History and Financials – Criteria 1 (Per RFPQ Section 4 – Evaluation and Criteria)

• Appendix B – Project References- Where the Respondent is applying for both Acute and Non-Acute pre-qualification, the required project references for both categories should be compiled into one Appendix B file. Respondents should provide a maximum of three (3) project references for each applicable category, in accordance with the RFPQ requirements. For more details, refer to Appendix-B of the RFPQ.

• Appendix C – Key Personnel and Resumes

• IPAC Certification/Registration

• Other – [Document Description] (if applicable)

Respondents should not combine all submission documents into a single file unless specifically requested by IH. Each required document should be submitted as a separate file and named substantially in accordance with the naming convention above to assist IH with the organization and evaluation of Responses.

Although the RFPQ will remain active until May 31, 2027, Respondents must submit their Response in accordance with the applicable quarterly intake deadline(s):

A Respondent wishing to be considered for a particular intake must email its complete Response to IHCPPProcurementTeam@interiorhealth.ca on or before the applicable intake deadline. For example, a Respondent wishing to be considered under Intake 2 must submit its complete Response by November 30, 2026. The same requirement applies to Intakes 3 and 4. Respondents must submit their Response only once it is complete and ready for final submission. Once a Response has been submitted by email, it will be considered final, and revisions, replacements, or resubmissions will not be accepted.

Exception: If, after a Respondent has submitted its Response, IH issues an Addendum that provides new information or makes a change to the RFPQ that may affect the Respondent’s submitted Response, the Respondent can submit a revised Response based on the new or amended information. Any revised Response must be clearly identified as a replacement submission and must be received by IH before the applicable intake deadline. The revised Response will replace the Respondent’s previously submitted Response in its entirety.

Respondents are responsible for ensuring that their complete Response is received by IH before the applicable intake deadline. IH requests that all electronic documents be submitted in Microsoft Office or PDF format.
